What is the best digital hd video camera i can get for around 200-300 dollars, to make quality movies.?

I am looking to make quality movies for a portfolio for college applications, so i want one that is able to be connected to a tripod, have hd, high resolution, sound, and whatever else :P

    sony webbie had mhs-pm1 or sony webbie hd mhs-cm1, they are pretty good take great pics and hd videos and are under 200 dollars
